PAYMENT SERVICES CASE STUDY

State Government Department of Transport - Internet Payments
This project involved the deployment of an advanced electronic payment server for the collection of registration fees and the processing of vehicle registration renewals via the Internet. A consultant from Internet Commerce Australia led the entire project.

A major design constraint was to minimise merchant fees for credit card transactions. An analysis of the business was therefore conducted which revealed that customers could be divided into two distinct groups:

• The general public - who needed to be able to use their credit card for both ease of use and to accumulate "Fly Buy" points.
• Business establishments, ranging from owners of taxies to bus companies. Typically these customers did not want to use credit cards and preferred transactions to be debited directly from their bank trading accounts. Such transactions do not attract merchant fees

It was therefore determined that an electronic payment service that could accommodate both credit card payments and direct debit payments was required.

The system was successfully implemented in February 2001. It was the first Internet site to incorporate on-line direct debit registration functionality in Australia.

Business Entry Point - Internet Payments Panel
A consultant was engaged by a Federal Government Agency to undertake the planning and deployment of a Federal Department - Business Entry Point program managing the Internet Payment supplier Panel (IPP).

This involved the research and preparation of a Request for Proposal document to supply electronic payment services (Internet Debit & Credit Cards) to Federal, State and Local government. Tasks included researching the current state of on-line payment services; advising on the options available for the provision of Internet-based payment services; managing a market scan and analysis of merchant server/payment service suppliers in Australia; producing the tender documentation preparing a definitive matrix of services vs. functionality for panel participants; and preparing and managing project documentation.

Subsequently we were engaged on two further occasions to review new panel providers and recommend those that should be selected to the Government approved panel.
